No, they're not just under the weather, Nintendo just has no plans and is not making any to attend.
The Tokyo Game Show is an event almost as big as the Electronic Entertainment Expo (E3), considering Japan is the leading country for game sales. It has the same concept as E3; it is a place for developers and publishers to show off new hardware and software to the public.
Throughout the two-day show (September 16th -18th) Nintendo will not be there, as the show's website reveals. It's not the first time this has happened, however; Nintendo often doesn’t join in on the fun when it comes to that particular gaming event.
That cancels September as a Revolution-revealing month. Hopefully we can see more of it at Nintendo's own show, or SpaceWorld. After all, SpaceWorld was the event where the GameCube was originally revealed.
